Siobhan Albert
Business Development, Public Involvement, and Planning
Siobhan is a public involvement manager with a foundation in research and public relations specializing in transportation. While at Texas A&M Transportation Institute, her role served to support and augment TxDOT division staff across various ongoing project activities, filling resource gaps and ensuring quality deliverables. She provided technical assistance and expertise in statewide, metropolitan, and non-metropolitan transportation planning and programming, supporting key areas such as freight planning, international trade, and border planning. Siobhan has also contributed to legislative requests on key topics such as supply chain disruptions, the importance of IH-35 for trade, and provided recommendations. In collaboration with TxDOT districts and Texas Metropolitan Planning Organizations, Siobhan has played a key role in identifying eligible projects for funding from the Bipartisan Infrastructure Law. She has also developed standard operating procedures for coordinating processes such as the Statewide Transportation Improvement Program (STIP), Unified Transportation Program (UTP), Metropolitan Transportation Plan (MTP), etc. Siobhan has experience providing a programmatic approach for public involvement and outreach activities through the duration of planning, design, and construction projects ensuring consistency and efficiency, while maintaining quality work and streamlining communication processes. Her community-centric approach ensures that each project not only aligns with public needs but also contributes to the broader goal of improving Texas’s infrastructure and community well-being. Siobhan’s strategic thinking and results-oriented mindset make her a pivotal figure in shaping effective and sustainable public involvement strategies in the region.
